Simulation Layers

Simulation layers test possible consequences before action.

They are useful when an agent proposes a workflow, rule, validation path, code change, configuration change, or business decision.

Example

Proposed rule:
  invoices above 10k require budget-owner approval

Simulation:
  apply the rule to the last 200 invoices
  count additional approvals
  detect exceptions
  estimate operational cost

Simulation does not commit changes. It produces evidence for validation.
